Chapter 35 Application Checklist

Everything you need to apply for DEA benefits — documents, forms, and steps in order. Check them off as you go.

Tip: Most applicants can apply online in under 30 minutes at VA.gov. The biggest delay is usually waiting for VA to locate the veteran's records — gather your documents first to speed up processing. VA targets a 30-day processing time.

Step 1: Confirm Eligibility
Confirm the veteran's qualifying status RequiredThe veteran must have: 100% P&T disability, died from service-connected condition, died while rated 100% P&T for 1+ year, or is MIA/POW.
Verify your relationship to the veteran RequiredYou must be a spouse (including surviving spouse) or a dependent child. The VA will verify this through DEERS and service records.
Check age eligibility if you are a child RequiredChildren must generally be between ages 18 and 26 at the time of enrollment. If outside this range, verify whether an extension applies.

📄 Step 2: Gather Documents
Veteran's Social Security Number Required
Veteran's VA file number (if known) OptionalFound on VA correspondence. Not required but speeds up processing.
Your own Social Security Number Required
Proof of relationship (marriage certificate or birth certificate) RequiredSpouse: official marriage certificate. Child: birth certificate or adoption paperwork.
Veteran's DD-214 (if available) OptionalSeparation document shows service dates and character of discharge. The VA already has this on file but having a copy speeds review.
VA rating letter or decision letter (if applicable) OptionalIf the qualifying condition is P&T disability, having the VA decision letter showing 100% P&T speeds verification.
Your direct deposit banking information RequiredChapter 35 payments go directly to you. You'll need your bank routing number and account number.
🎓 Step 3: Choose Your School or Program
Confirm your school is VA-approved RequiredUse the VA GI Bill Comparison Tool at benefits.va.gov/gibill/comparison_tool.asp. Only VA-approved schools can certify your enrollment.
Locate your school's VA Certifying Official RequiredEvery approved school has one. They submit your enrollment certification to VA each term. Find them in the registrar's or financial aid office.
Decide on full-time vs. part-time enrollment RequiredFull-time = $1,354/mo (2026). Part-time is prorated. Planning your enrollment status now helps you estimate total benefit value.
Get your enrollment/acceptance letter OptionalNot required for the VA application, but you'll need it before your certifying official can certify your enrollment.
📝 Step 4: Submit VA Form 22-5490
Apply online at VA.gov (recommended) RequiredGo to VA.gov → "My VA" → "Education and Training" → "Apply for education benefits." Select VA Form 22-5490 (Dependents' Application). Online applications are processed faster than mail-in.
OR mail VA Form 22-5490 to the VA Regional Processing Office AlternativeDownload from VA.gov. Mail to the Regional Processing Office serving your school's state. Processing time is longer by mail (6–8 weeks vs. ~30 days online).
Note your confirmation number or save your submission RequiredYou'll need this to follow up if there are delays. VA.gov also lets you track your claim status after submission.
📬 Step 5: After You Apply
Wait for your Certificate of Eligibility (COE) RequiredVA mails this within 30 days of approval. It shows your eligibility period, entitlement amount, and expiration date (if any). Give a copy to your school's VA certifying official.
Provide COE to your school's VA certifying official RequiredThey will use it to certify your enrollment with VA each term. Without certification, your payments won't start.
Confirm enrollment each term / semester RequiredYour certifying official must re-certify your enrollment at the start of each term. Remind them at registration — don't assume it happens automatically.
Track your months used RequiredYou have 45 months total. Log in to VA.gov after each term to verify the correct number of months was charged. Errors are easier to fix early.
Report changes in enrollment status immediately RequiredIf you drop below the enrolled rate, add/drop courses, or withdraw, notify your VA certifying official immediately. Overpayments must be repaid.
